A partner in the antitrust practice of Howrey's Brussels office, Julian Joshua focuses on complex international cartel investigations, advocacy before the European Commission and follow-on civil litigation. Nominated by GCR as "a leader in the field of cartels work", he specialises in contentious matters and the strategic response to global antitrust investigations by multiple enforcement authorities.
During a 27 year career in the European Commission's Competition Directorate, Mr Joshua led many successful investigations into Europe-wide price-fixing conspiracies in major industries. The architect of the European Commission's investigation and enforcement mechanisms in complex cartel cases, including the "dawn raid" and the treatment of cartels as a consppiracy, he was an early exponent of cooperation on investigations with the United States Department of Justice. He now brings this unique experience to the defence of clients in cartels investigations.
He currently defends large multinational corporations in both worldwide and European cartel cases, including Air Cargo, Marine Hose, Heat Stabilisers and Freight Forwarders. One of his specialities is the interface with criminal law enforcement as more jurisdictions across the world criminalise price fixing cartels. Clients describe him as "tough-minded and to the point”, "eloquent" and "convincing". Peers commend his oral advocacy in contentious hearings before the European Commission in complex cartel cases.
The co-author of a seminal work on cartels, he has also produced many articles and commentaries on cartel law and practice, evidence, defence strategy, criminal law and international enforcement, including extradition He is a frequent speaker at antitrust law programmes and serves on a number of international consultative bodies.

- Freight Forwarders investigation. Defending a global logistics service provider in the worldwide Freight Forwarders cartel investigation. Howrey also represents the client in the US and other jurisdictions (2008 to date).
- Marine Hose Investigation. Defending Trelleborg AB on the European side of a high-profile international cartels investigation, now on appeal to the General Court (2007 to date).
- Heat Stabilisers Investigation. Defending Arkema S.A. on the European side of a global cartel investigation, securing the abandonment of a major part of the Commission allegations after the oral hearing (2003 to date).
