Greenhouse Gas Guidelines

Howrey partner Jeff Judd (SF) wrote the article “Greenhouse Gas Guidelines” that was published in The Recorder.

“As is often the case with environmental issues, California has once again stepped ahead of other jurisdictions, this time by requiring that environmental review of projects include an analysis of how project-related greenhouse gases will affect global climate change.”

“The most consistent concern expressed by public commentators is how complex a reasonably complete cumulative greenhouse gas emissions analysis will be. The wide variety of projects that will require analysis under CEQA, the absence of standards to determine when greenhouse gas emissions cause significant impacts, and the wide discretion given to lead agencies will ensure that these issues will be litigated extensively in the years to come.”
