Howrey’s Government Enforcement Practice brings years of experience to bear upon the issues confronting our clients in proceedings initiated by the government or regulatory agencies. We serve clients in industries ranging from financial services firms, to oil and gas, to pharmaceuticals, to computer technology. Collectively, our attorneys have experience in government spanning the last five decades, and have been directly involved in the drafting of various Securities and Exchange Commission regulations, the Foreign Corrupt Practices Act, Sarbanes-Oxley, and many of the laws that shape today's white collar and securities regulation environment. Howrey attorneys have participated in numerous enforcement proceedings before the Securities and Exchange Commission, various divisions of the Department of Justice, the Department of State, the Department of Commerce, the Department of Health and Human Services, the Environmental Protection Agency, the National Transportation Safety Board, various United States Attorney’s Offices, the United States Congress, and the Inspector General’s offices of various government departments and agencies.
With more than 20 former federal and state prosecutors, as well as a host of lawyers with past governmental experience, Howrey brings a depth of skill and experience to administrative, civil and/or criminal investigations and proceedings. In addition, we often draw upon highly skilled economists, accountants and other financial professionals from our affiliated in-house consulting group, CapAnalysis, for their expertise and specialized knowledge.
With its central office located in the District of Columbia, Howrey’s lawyers have over a period of many years developed a special working knowledge of various federal agencies, close working relationships with the staffs and key decision-makers at those agencies and a high degree of credibility. From that experience, Howrey has grown its base of knowledge and experience to encompass governmental agencies and offices throughout the United States and around the globe – including Chicago, Houston, Irvine, Los Angeles, New York, San Francisco, Silicon Valley and in Europe.
In this increasingly complex post-Enron era, Howrey brings to its clients – including numerous Fortune 500 companies as well as their officers, directors and employees – a sophisticated understanding of the intricacies of parallel proceedings and the collateral consequences that may result from governmental or regulatory proceedings. Howrey lawyers work as a team with clients in an effort to resolve such matters as expeditiously as possible, seeking to craft creative resolutions of threatened or pending enforcement actions at the earliest opportunity. Where a reasonable resolution is not possible, we bring another invaluable asset to bear: we try cases.
We stand ready to represent clients effectively and forcefully in complex administrative proceedings and trials, and do not shrink from the challenge of litigating cases to their conclusion in venues across the US and Europe.
