Howrey attorneys have substantial experience with the broad range of issues involved in contracting with federal, state and local governments. In the federal arena, our practice focuses on the representation of prime contractors in resolving disputes both with the government and with subcontractors, under both fixed-price and cost-reimbursable government contracts. In addition, we are regularly engaged for internal investigations and potential disclosures of irregularities such as erroneous cost accounting and misbilling, and resolving the associated civil and criminal issues under the False Claims Act and other statutory schemes aimed at fraud, waste and abuse.

Our federal experience encompasses each of the specialized forums where government contract disputes are resolved (such as the Armed Services and Civilian Boards of Contract Appeals and the Court of Federal Claims), and a wide range of federal agencies, including the Departments of Defense, Energy, Homeland Security, and Transportation, the General Services Administration, the National Aeronautics and Space Administration, and numerous others.

In the state and local arena, we have represented both contractors and governmental and quasi-governmental entities on a wide range of projects and contracts across the United States, principally in the resolution of contract disputes and claims.
