Counsel
William DeVan is a member of Howrey's Construction practice. Mr. Devan's experience includes representation of owners, general contractors, and subcontractors, in claims relating to defects, delays, liens, payment and performance bonds, together with review and drafting of construction contracts. He also represents clients in government contracts disputes at the state and federal level, including False Claims Act and bid protest matters. Mr. Devan also has experience advising clients with regard to general commercial litigation and arbitration matters in connection with transnational claims.
Representative Highlights
- European EPC Contractor. Successfully defended contractor against multi-million dollar claims for delay damages and construction defects relating to a combined cycle power plant located in Pakistan. Five week arbitration was conducted under the UNCITRAL rules, and resulted in positive award on Contractor's counterclaim relating to project finance issues and delay damages.
- Food Lion, Inc. v. S.L. Nusbaum, Inc. Representation of insurance agent in claim arising from sale of bonds issued by insolvent surety.
- Harrison & Bates, Inc. v. Featherstone Assocs. Representation of owner in successful defense of first claim under Virginia's Commercial Real Estate Broker's Lien Act.
